The login lockout only takes effect if you enter incorrect passwords 10 times in a row. The login is then blocked for the user for 5 minutes.
After the 5 minutes it can be tried again.
One also gets the message "Too many failed attempts, try again in 5 minutes.". The date login lock simply informs you that the login is locked until that date/time.
